Percentage of elicited sexual or needle-sharing partners (the 'index contacts') of newly-diagnosed PLHIV (People Living with HIV) who received an HIV test. Based on WHO Partner Notification Services guidance; one of the highest-yield case-finding strategies because partners of HIV-positive people have a much higher chance of also being positive
