Average number of sterile needle-syringes distributed per registered PWID (Person Who Injects Drugs) per month through an NSP (Needle Syringe Programme — a harm-reduction service that exchanges used needles for sterile ones to prevent HIV and Hepatitis C transmission). WHO/UNODC recommended minimum: 200 per PWID per year (about 17 per month). UNAIDS GAM (Global AIDS Monitoring) indicator 3.4
