Percentage of clients enrolled in tobacco-cessation counselling (cigarettes, beedis, gutka, khaini) who self-report 7-day point-prevalence abstinence (i.e., no tobacco use in the past 7 days) at 6 months. Outcome under the WHO MPOWER framework — the six WHO-recommended tobacco-control measures: Monitor tobacco use, Protect from smoke, Offer cessation help, Warn about dangers, Enforce ad bans, Raise taxes
